Nazi Germany, at the peak of Hitler's power, had achieved two basic totalitarian goals--supreme state authority and a diciplined population. This 1939 rally for Nazi Storm Troopers at Nuremburg symbolized the fascist ideal of mass obedience. This ideal was endorsed by the Communists when, at the signing of the Nazi-Soviet friend-ship pact in the same year, Soviet Foreign Minister Molotov said, "Fascism is a matter of taste".
